In view of Mr. Thompson's Minute

above, I think that the Hong Kong Veterinary

Association is asking too much. What it is

seeking is, in fact, the introduction of

legislation making it an offence for anyone

who is not on the register of the Royal College

of Veterinary Surgeons to practice as a

veterinary surgeon.

This is clearly going very far

indeed, and as no such legislation exists in

any other Colony, there could hardly be any

justification for its introduction in Hong

Kong.
